Position Summary
WebMed LLC is seeking an experienced, licensed Alcohol and Drug Counselor (LADC) to serve as the Substance Use Disorder (SUD) Treatment Director / Site Supervisor for our licensed outpatient treatment programs in Duluth and Cloquet, Minnesota. As a Substance Use Disorder Treatment Director, this leadership position is responsible for the daily operation, clinical oversight, staff supervision, regulatory compliance, and quality assurance of WebMed’s Minnesota 245G Substance Use Disorder treatment programs.
This role combines administrative leadership and direct clinical services, with approximately 50% administrative responsibilities and 50% clinical responsibilities. The ideal candidate is passionate about addiction recovery, clinical excellence, staff development, and delivering high-quality, person-centered care for individuals with substance use and co-occurring mental health disorders. Therefore, the Substance Use Disorder Treatment Director must be committed to best practices and innovative leadership in the field.

Essential Job Functions
Program Leadership & Administrative Responsibilities
- Provide operational oversight of licensed outpatient Substance Use Disorder (SUD) treatment services in accordance with Minnesota Statutes Chapter 245G, Chapter 245A, applicable DHS regulations, and WebMed LLC policies.
- Supervise and support LADC, ADC-T, and ADC intern staff across Duluth and Cloquet locations.
- Ensure treatment staff deliver services consistent with 245G requirements, evidence-based practices, and agency standards.
- Monitor compliance with treatment planning, service delivery, documentation, discharge planning, and coordinated care requirements.
- Ensure group counseling, psychoeducation, and recovery programming meet Minnesota licensing requirements and agency expectations.
- Coordinate and maintain required consultation services pursuant to Minnesota Rule 9560.6435, including medical, psychiatric, and medication-related consultation.
- Develop, maintain, and submit monthly treatment schedules, including group topics, recovery activities, guest speakers, and educational programming.
- Monitor implementation of approved treatment schedules and programming.
- Maintain program forms, tracking tools, and administrative records as assigned.
- Approve staff schedules and ensure adequate staffing coverage to support program operations.
- Conduct routine chart audits and quality assurance reviews to ensure clinical documentation, billing, coding, and regulatory compliance.
- Participate in program development, quality improvement initiatives, policy implementation, and accreditation readiness activities.
- Collaborate with organizational leadership to improve patient outcomes, operational performance, and service accessibility.
Clinical Responsibilities
- Maintain an active caseload of clients receiving Substance Use Disorder treatment services.
- Conduct Comprehensive Assessments and determine appropriate levels of care in accordance with Minnesota 245G requirements.
- Review referrals and evaluate appropriateness for outpatient treatment placement.
- Develop, implement, and review individualized, person-centered treatment plans.
- Facilitate substance use disorder education groups, process groups, relapse prevention groups, and co-occurring disorder programming.
- Provide individual, family, and conjoint counseling services.
- Coordinate care with medical providers, mental health professionals, community resources, and other treatment partners.
- Document services accurately and timely in accordance with agency, payer, and regulatory requirements.
- Provide clinical supervision, mentorship, and documentation review for ADC-T professionals and ADC interns.
- Co-sign documentation as required by licensing and regulatory standards.
Staff Development & Training
- Maintain professional licensure and continuing education requirements.
- Stay current with best practices in addiction treatment, co-occurring disorders, trauma-informed care, and recovery-oriented systems of care.
- Develop and provide in-house staff training, clinical education, and professional development opportunities.
- Support onboarding, mentoring, and ongoing competency development for treatment staff.
Supervisory Responsibilities
This position directly supervises:
- Licensed Alcohol and Drug Counselors (LADC)
- Alcohol and Drug Counselor Trainees (ADC-T)
- Alcohol and Drug Counseling Interns
Minimum Qualifications
- Current Minnesota Licensed Alcohol and Drug Counselor (LADC) credential.
- Bachelor’s degree or higher from an accredited college or university.
- Approved Minnesota Board of Behavioral Health and Therapy (BBHT) Clinical Supervisor.
- Minimum age of 18 years.
- Free from chemical use problems for at least two years immediately preceding employment.
- Minimum of two years of experience providing direct services to individuals with substance use disorders as an LADC.
- Knowledge of Minnesota Statutes Chapters 245A, 245G, and 260E, as well as Minnesota Vulnerable Adult and Maltreatment reporting requirements.
- Ability to successfully complete a Minnesota Department of Human Services background study.
- Completion of at least 12 hours of training related to co-occurring substance use and mental health disorders, including:
- Trauma-informed care
- Screening and assessment
- Diagnosis and treatment planning
- Documentation and programming
- Medication education
- Care coordination and collaboration
- Mental health consultation
- Discharge planning
Preferred Qualifications
- One or more years of supervisory, management, or administrative experience within a Substance Use Disorder treatment program. Notably, direct experience as a Substance Use Disorder Treatment Director is highly valued.
- Experience leading Minnesota 245G licensed programs.
- Experience supervising LADCs, ADC-Ts, and clinical interns.
- Experience working with co-occurring mental health and substance use disorders.
- Strong leadership, communication, organizational, and quality assurance skills.
- Experience with electronic health records, utilization review, and program compliance monitoring.

Licensed Alcohol and Drug Counselor (LADC) / Alcohol and Drug Counslor Temp (ADC-T)
Purpose: Counsel and educate clients to assist them in the development of healthy coping skills. These skills help them effectively manage their chemical health. As a result, they can become mentally sound, emotionally balanced, socially adjusted, physically well and spiritually alive. We are currently Hiring LADC in our Duluth Office to support these goals.
Classification: Full Time, Non-Exempt
Reports to: SUD Treatment Director
Essential duties and responsibilities: Responsible to ensure and/or deliver and properly document the provision of treatment services. These include the Initial Service Plan, Comprehensive Assessment, Individual Treatment Plan, Progress Notes, Summary at Termination of Services, and the maintenance of client records. Furthermore, all documentation must comply with Minnesota 245G.01 subdivision 4 and 148F.01.
Treatment Services
- Upon service initiation, ensure that each client has an initial service plan which addresses the client’s immediate health, safety, and preliminary service needs.
- Complete a comprehensive assessment/diagnostic assessment and an assessment summary of the client’s substance use disorder/s and mental health disorder/s if licensed to do so within three calendar days after service initiation.
- Provide an Individual Treatment Plan after completion of the comprehensive assessment which is subject to amendment until services to the client are terminated. The individual treatment plan must include treatment goals, specific methods to be used to address identified problems, resources to which the client is being referred, and client goals.
- Enter progress notes in each client’s file weekly or after each treatment service. The progress notes must reference the individual treatment plan.
- Complete a discharge/termination summary within five days of the client’s termination of services.
- Ensure the content and format of client records are uniform and entries in each case are signed and dated.
- Provide individual and group counseling, client education strategies to avoid substance chemical use and health problems related to substance use, transition services, and services to address issues related to co occurring mental illness.
- Lead client education groups as required.
- Participate in the weekly treatment clinical team meetings to review and update client progress notes.
- Participate in weekly IDS clinic site meetings for case consultation/treatment coordination, and to stay up to date with clinic and company happenings
- Participate in weekly SUD staffing
- Offer walk-in Comprehensive Assessments a minimum of one day a week or otherwise assigned by supervisor/treatment director
- Assure treatment coordination is completed and followed up on within 5 business days and documented in accordance with 245G requirements
- Complete urinalysis testing per client case requirements and follow up with external lab agencies as deemed necessary and document to client chart accordingly
- Participate in external outing activities with clients as assigned by Treatment Director
- Actively participate in WebMed community events to promote and educate community on services
- Assist with cleanliness of work space and group room including meal clean up and item stocking as necessary
- Follow up on scheduling intakes and referrals to SUD services for care coordination within 5 business days of initial request
- Initiate and maintain ongoing communication with client referral, probation, social service agencies, etc.
Continuing Education and Training
- Stay current regarding professional research, techniques, etc.
- Complete continuing education courses in current treatment concepts and methods as required by the State of Minnesota to maintain Alcohol and Drug Counselor license.
- Attend in-house training and staff meetings.
Other
- Other duties assigned by the Treatment Director.
Minimum Qualifications:
- 18 years of age.
- Must have or obtain 12 hours of training in co-occurring mental health problems training within six months of hire.
- Ability to provide individual and group counseling including crisis intervention.
- An alcohol and drug counselor must either be licensed or exempt from licensure under chapter 148F.
- An individual who is exempt from licensure under chapter 148F, must meet one of the
following additional requirements:- completion of at least a baccalaureate degree with a major or concentration in social work, nursing, sociology, human services, or psychology, or licensure as a registered nurse; successful completion of a minimum of 120 hours of classroom instruction in which each of the core functions listed in chapter 148F is covered; and successful completion of 440 hours of supervised experience as an alcohol and drug counselor, either as a student or a staff member;
- completion of at least 270 hours of drug counselor training in which each of the core functions listed in chapter 148F is covered, and successful completion of 880 hours of supervised experience as an alcohol and drug counselor, either as a student or as a staff member;
- current certification as an alcohol and drug counselor or alcohol and drug counselor reciprocal, through the evaluation process established by the International Certification and Reciprocity Consortium Alcohol and Other Drug Abuse, Inc.;
- completion of a bachelor’s degree including 480 hours of alcohol and drug
counseling education from an accredited school or educational program and 880 hours of alcohol and drug counseling practicum; or - employment in a program formerly licensed under Minnesota Rules, parts 9530.5000 to 9530.6400, and successful completion of 6,000 hours of supervised work experience in a licensed program as an alcohol and drug counselor prior to January 1, 2005.
- An alcohol and drug counselor may not provide a treatment service that requires professional licensure unless the individual possesses the necessary license. For the purposes of enforcing this section, the commissioner has the authority to monitor a service provider’s compliance with the relevant standards of the service provider’s profession and may issue licensing actions against the license holder according to sections 245A.05, 245A.06, and 245A.07, based on the commissioner’s determination of noncompliance.
- Ability to successfully complete MN Dept of Human Services background study prior to hire.
- Must have a minimum of 12 hours of training in co-occurring disorders that includes: competencies related to philosophy, trauma-informed care, screening, assessment, diagnosis and person-centered treatment planning, documentation, programming, medication, collaboration, mental health consultation, and discharge planning. May grant credit for relevant training obtained before employment, with documentation to be filed in personnel file.

Role Overview
This is a part-time or full-time, exempt position reporting directly to the Director of Therapy. You will be responsible for delivering high-quality clinical care and maintaining precise documentation in accordance with Minnesota DHS standards and company policy.
Key Responsibilities
- Conduct comprehensive Diagnostic Assessments and provide accurate DSM-V diagnoses.
- Develop and oversee individualized treatment plans that prioritize client safety and specific therapeutic goals.

Qualifications
